If you don't know where you are, a map won't help. If you don't know where you are going to, a map won't help either. Successful test management requires the same approach as successful project management - develop a sound strategy, keep in close touch with the situation, identify and aggressively manage the critical issues and modify the strategy as needed, based on situational feedback.
The trick to test management is to know the components of an effective test strategy, including feedback mechanism, and to recognise the critical issues as they surface.
Managing a test project is finding a good balance between the test budget, the test coverage and the overall quality.
